Army begins offensive against Boko Haram, raids Sambisa camp







KANO – Nigeria has begun an offensive against Boko Haram Islamists, raiding camps in a remote northeastern park, while more than 2,000 troops have been deployed to retake territory seized by the insurgents, a military source told AFP Thursday.


“Our men raided some terrorist camps in the Sambisa Game Reserve,” in Borno state, said the senior officer who requested anonymity. “So far 2,000 troops have been deployed to Borno,” he added, declining to comment on the forces sent to the other affected states of Yobe and Adamawa.(AFP)

SUBSIDY PROTEST: DPO arraigned over murder

LAGOS — The dismissed Divisional Police Officer, DPO, of Yaya-Abatan, Agege Police Station, Lagos, Segun Fabunmi, was yesterday ordered to be remanded in Kirikiri prison by an Ikeja High Court after he was formally arraigned for murder of Adedamola Daramola and causing bodily injury to some protesters against the removal of fuel subsidy in January last year.


Fabunmi who was docked before Justice Olabisi Akinlade was charged by the state government.


He, however, pleaded not guilty to the seven-count charge preferred against him.


The state prosecution led by the Director of Public Prosecution, DPP, Mrs Olabisi Ogungbesan, in the charge, alleged that Fabunmi committed the offence of murder, which contravened  Section 221 of the Criminal Law, No. 11, 2011, at about 9.30 a.m on January 9, 2012 at Yaya-Abatan area of Agege, Lagos.


He was also accused  of attempted murder and causing grievous bodily harm on some of the protesters in  contravention of sections 228 and 243 of the same law.


The prosecution alleged that the ex-police officer murdered  Daramola  and attempted to murder others, adding that he also caused bodily injury to three others by shooting at them with his AK 47 rifle.


Fabunmi was accused of attempting to kill and inflicting grievous bodily harm on Alimi Abubakar, Egbujor Samuel, Chizorba Odoh by separately shooting at them with his gun.


He allegedly shot Abubakar and Samuel on their left legs and Odoh on his right index finger.


Subsequently, his plea was taken and his lawyer, Mr. Ike Okafor, prayed the court to move his bail application, which was turned down by the trial judge, who said it was not ripe for hearing.


The judge ordered the accused to be remanded in Kirikiri Maximum Prison, and adjourned the hearing of the application till June 14.

CAN hails Jonathan as reactions trail Borno, Yobe, Adamawa State of Emergency

ABUJA— Reactions yesterday trailed the declaration of State of Emergency in three Northern states of Borno, Yobe and Adamawa.


We are in support — Senate, PDP


THE Senate yesterday threw its weight behind President Goodluck Jonathan on his declaration of State of Emergency in Borno, Yobe and Adamawa States following the level of insecurity in these states and other parts of Nigeria.


Reacting to President Jonathan’s broadcast, Chairman, Senate Committee on Media, Information and Public Affairs, Senator Enyinnaya Abaribe who noted that the Senate supports the President hundred percent on the action, said, “the Senate is fully in support of any measure taken to restore normalcy in the country.”


Also reacting to the development, the national leadership of the Peoples Democratic Party, PDP said it was in total support of the action taken by President Jonathan.


A text message to Vanguard by PDP National Publicity Secretary, Chief Olisa Metuh read: “The PDP supports the president on all actions that will restore stability, peace and progress in the polity. And we commend him for showing effective leadership.”


Northern CAN hails Jonathan


Christian Association of Nigeria, CAN in the 19 Northern States has hailed the declaration of a state of emergency by President Goodluck Jonathan in three northern states saying that it did not come to it as a surprise considering the degree of destruction the dreaded Islamic sect, Boko Haram had inflicted on the country.


In his initial reaction on telephone last night, the spokesman of the CAN in the North, Elder Sunday Oibe, said the action of the president had justified what Northern Christians had been saying all these years that there is an urgent need to curtail the activities of the sect in the region.

When contacted, the National Publicity Secretary of the Action Congress of Nigeria, ACN, Alhaji Lai Mohammed said the party was still studying the situation and would react appropriately. In a telephone chat with Vanguard, Mohammed said: “For us, before we release any press statement, we will study the situation very well.”


He has not breached the law—CPC


On its part, the Congress for Progressive Change, CPC, said the president, in declaring a state of emergency, has not breached the law. In a chat with Vanguard, National Publicity Secretary of CPC, Engineer Rotimi Fashakin said “the fact of the matter is that the president of the nation has a critical and wider view of matters of state. He has exercised his authority conferred on him by the relevant sections of our laws. The only thing is for Nigerians to rally round him and ensure that these measures will usher in good things and lasting peace. Under this circumstances, he has not breached any law.”

“Personally, I didn’t think it would come to this but I think it has become more or less inevitable. The strategy has to be changed concerning this insurgency and acts of terrorism more so with the killing of security personnel and in huge numbers. We cannot continue to address the problem in a conventional manner in which we had addressed it.


It’s a setback to Nigeria’s democracy —Arewa youths


Northern youths, yesterday, lashed out at the Federal Government for slamming state of emergency on three northern states of Adamawa, Borno and Yobe, describing the move as punitive and a serious setback to democracy.


They contended that the declaration of emergency rule in the affected states did not only negate the recent amnesty committee to dialogue with Boko Haram members but equally showed that the government was insincere in raising the committee in the first place.


This position was shared by the Presidents of the Arewa Consultative Forum, Alhaji Yerima Shettima and his Arewa Youth Forum, Alhaji Gambo Gujungu, in separate interviews with Vanguard.


A welcome development— Senator Lafiagi


VICE Chairman, Senate Committee on National Security and Intelligence, Senator Shaaba Mohammed Lafiagi, PDP, Kwara North has described the declaration of emergency in three northern states by President Goodluck Jonathan as a welcome development, just as he said that no government will sit down and watch its citizens being killed everyday.


Speaking with Vanguard, Senator Lafiagi who noted that State of Emergency was not what anyone should pray for, said the government must take a drastic step to address the security challenge in the country. According to him, “I think security challenge is becoming very serious in the country where innocent persons are being killed almost everyday. All of a sudden, it was Baga, Bama, then Nasarawa, and Benue. It requires a drastic action on the part of the government.”


President has taken the right step— Prof Itse Sagay SAN


“I entirely agree with the President. That is a right step, in my view, that should have happened long ago. You don’t use soft tactics with terrorists, people who have no human feelings. With impunity they have sent thousands of people to eternity. So the security will now be controlled by the security agencies and they can take measures to eradicate this insurgency. With the way they were going, they were declaring a state within a state. Not only physical terror, but they were controlling the population. In the end, we will have another state within Nigeria, controlled by terrorists. So he took the right step.”


I commend the efforts — Ngige


“I think the speech by Mr President is okay. Unlike the state of emergencies declared during Obasanjo’s regime which were made in bad faith and used to remove Governors who were in the bad books of the federal government, the present declaration was made with the best of intentions.? No political appointee or political institution was removed. To that extent, I commend the efforts of the Federal Government in stepping up its war against terrorism in parts of the North East zone. From the action of the Federal Government it would seem that the amnesty offer to Boko Haram has been withdrawn. It’s now full scale war against the terrorists. I fully endorse the action of the federal government and suggest that the state of emergency declared to fight terrorism should also be extended in the fight against corruption.

“This is a state of emergency with a difference, in that the president has left all the democratic structures intact, unlike what we were used to before, when sole administrator will be appointed in place of the democratic structures.


I think that it is a positive development but we all have to agree that the government has to be decisive in the event of the onslaughts by the disparaging groups, that had put fear in every Nigerian and exposed them to danger. No nation can make progress when people are living under fear.

He has followed the path of constitutionality, unlike the ex-president Obasanjo who hid under the state of emergency to remove democratically elected governors. “The truth is that it is the civilian, the half innocent populace that will suffer it because the Boko Haram people who are few in number will simply try to be hiding.


So what the president has done now is to dance to the tune of former President Obasanjo who had prescribed the same in Odi and Zakibiam.”


He has criticized that step by the former president, who went demolishing villages and towns. It is not the best way of handling security situation. But he has unwittingly fallen into that same trap by doing what he has done. ?


My only window of happiness is that he did not remove the Governor or the House of Assembly which are structures set up by the constitution and erected by the people. ?


So what Mr President has done therefore is not a full declaration of State of Emergency in the way that we know it. It is a half declaration of State of Emergency. I think the right word should not have been a State of Emergency; it should have been that he has taken extra strong step to treat the security situation in those states. A full declaration of State of Emergency also envisages the removal of elected structures such as Obasanjo did in Plateau State.

Five foreign sailors kidnapped off Nigeria are free


LAGOS  (AFP) – Five foreigners who were kidnapped last month when heavily armed pirates stormed their cargo ship off Nigeria’s oil-producing southern coast have been released, the vessel’s German operator said Tuesday.


“Sunship Schiffahrtskontor KG confirms that all of its five crew members who were abducted during the boarding of the City of Xiamen off the coast of Nigeria, on 26 April 2013, were released on 11 May 2013,” a statement said, identifying the hostages as Russian and Polish nationals.


Days after the attack, reportedly carried out by 14 well-armed gunmen who forced their way into the ship’s saferoom, a Nigerian security source identified those abducted as Russian, Sri Lankan and a Myanmar national.


The company said the sailors were in good health “despite difficult conditions while in captivity”.


The German shipping firm refused to comment on the circumstances surrounding the release.


The region has seen a spate of similar incidents in recent months and it is widely assumed that companies pay the abductors in exchange for the release of their staff.


The authorities and the companies targeted typically do not comment on ransom payments.

THE menace of herdsmen all over Nigeria is spreading like wildfire. The consequences are igniting conflicts in the country. Hardly a day passes without their unsavoury activities being reported in the media.


From Benue to Imo, Rivers to Delta and from Ogun to Oyo States, the story is almost the same. Cattle minders simply run their livestock through farmlands, all year round; they graze on them and destroy what they cannot eat, consigning farmers and host communities to starvation and poverty.


Attempts by these farmers to protest the activities of these rampaging vandals often end in bloodshed because the cattle rearers are always armed with sophisticated assault rifles such as AK 47. They have moved from bows, arrows and daggers of a few decades back.


Apart from damaging farmlands, they also invade villages, kill and steal as well as rape women. Reports to the law enforcement agencies often fall on deaf ears, and villagers and their traditional rulers are forced to cry out to state governors for protection with little succour.


These herdsmen clearly violate the African concept of cohabitation between guests and hosts, which says, “May my visitor never bring me harm, and on his way home may he never develop a hunchback”. Communities are being forced to fight in the absence of protection from the authorities. They are arming their youth vigilantes with equally dangerous weapons to fight back.


If the law enforcement agencies do not rise up to their duties and disarm illegal arms bearers, cattle rearers would cause more challenges in the country’s charged security situation. Illegal grazing should be punished; that the situation has been allowed for years does not mitigate the damage it does and the security problems for the communities. Proliferation of dangerous weapons in rural communities would result in destabilisation.


Farmers and herdsmen are important to the economy. Both should co-exist symbiotically. That has been the arrangement for ages. The new tendency for the nomads to exhibit terrorist and invasive traits must be curbed before it gets worse.


It is time we designed cattle grazing pathways all over the country or better still, reorient the animal farmers to modern options and confine their animals to designated camps. If they insist on being nomads, they must stay away from farms and commit themselves to the rule of civilised conduct and the law.


The National Assembly made a feeble effort at a grazing pathway law. It should be concluded. We are mindful of the dangers and possibilities of religious terrorists infiltrating new areas of the country as rogue herdsmen to extend their bloody campaigns.


If the security agencies act fast, they would avoid more upheavals across Nigeria at minimal costs.

Emenike’s staking: Chukwu, Iroha, Adepoju hail him


Nigeria soccer buffs have hailed the gesture by Africa Cup of Nations star, Emmanuel Emenike’s offer to award his colleagues 50,000 dollars if Nigeria qualifies for the World Cup in Brazil.


Christian Chukwu, a former Super Eagles coach,said that the offer by Emenike showed how important the player regarded the qualification of the team for the World Cup.


“It is a very good gesture; if other people can emulate him, we will be better off and have a stronger team.


“Although he is injured, we pray for him to get better before the match, which will be a good incentive to motivate the players”. Iroha, an ex-International, said that Emenike had proved that he had a
heart of gold, to support the boys even in his absence.


“I appreciate him for that. It is not easy to pull such a stunt. I wish the team well.  I know that the team will miss him on the field but they should work with one mind and with that, they will make a success of the qualifier,” he said.


Mutiu Adepoju, an ex Super Eagles player, said for a player to offer that kind of amount showed that he was interested in the team’s victory.


“If he can offer that, then it means he is capable of doing it,” he said. Former coach of the Super Falcons, Paul Hamilton, said it was a superb encouragement by Emenike.


“I am astonished at the way he (Emenike) took charge and told his teammates to help him to win, to qualify for the 2014 World Cup in Brazil. I pray that they (Eagles) remain focused on the field of
play”.


Joe Erico, a former Eagles trainer, also commended Emenike, saying , he was up to the task. I believe words of encouragement would give his team mates the desired push to go all out.
“Even when it won’t be an easy one for them, but I am positive that the results will be fair enough,’’ added the former goalkeeper trainer.

Martinez plans another great escape


Wigan manager Roberto Martinez has said his side have “no margin for error” as they face their latest last-ditch battle to avoid relegation from the Premier League.


Anything other than a victory for the FA Cup winners at Arsenal on Tuesday would effectively condemn Wigan to Championship football next season as they have a vastly-inferior goal difference to nearest rivals Sunderland, who are four points ahead.


But the last two seasons have seen Wigan’s top-flight survival determined by the final couple of league matches, making Tuesday’s fixture familiar territory for Martinez.


And having seen Wigan cause one of the great Wembley upsets in beating Manchester City 1-0 to win the FA Cup, Martinez was in bullish mood.


“There is no margin for error, you need to win your ‘finals’ – that could be survival or winning trophies like we did on Saturday,” said the Spaniard.


“You prepare for 10 or 11 months to get to crunch time and make sure you win the games and that is exactly the situation we are in.


“When you start the season you plan the campaign to try to be successful in the league: some clubs plan to win the league and some plan to stay in it.


“Six points at this stage of the season is vital. Two years ago we had to get all six, last season we had to get three out of six, other years we’ve needed one.


“I don’t see it as an extra pressurised situation as the players have been coping with it year after year.


“We have six points to get and finish the season on a real high.”


He added: “The performance we had on Saturday (beating Manchester City 1-0) was something our fans have seen week in, week out and we have been very consistent this season and the best in the way we’ve played.


“But we’ve never had such an unfortunate season in losing defenders. It is not losing one or two but four or five in that backline, and that stops you from having solid partnerships and conceding soft goals.


“If you concede goals cheaply and you are not strong enough in your defensive box, it will have a massive bearing on your results.


“We have missed Antolin Alcaraz most of the season, Ivan Ramis has a cruciate (knee) injury, Gary Caldwell has a hip problem, (goalkeeper) Ali Al Habsi has a problem in his shoulder, we lost Jean Beausejour and Maynor Figueroa – the list is endless.


“But we never moan about it, the players never use that as an excuse. We’ve just got on with it and we’ve been able to win a major trophy.


“The difference of 10 to 12 points is something we should have earned with our performances and we should be talking about a team in the top nine.”


Wigan went to Arsenal’s Emirates ground in mid-April last season and won during a remarkable run of seven victories in their final nine matches.


“In football and in life you need to have pictures of what you want to achieve, and in football it is very difficult to create a vision when you’ve never achieved that,” said Martinez.


“We know when we get our performance right we can compete with them, and we did that last season and it is great to have it fresh in our memories.”
